BUDGET CONSULTATION

In
the consultation, residents will be asked for their ideas on how the
council's money should be spent in areas ranging from housing to
waste and recycling, before full council agrees the budget next
February. Councillor Steve Reed the Leader of the Council, Lambeth's
Chief Executive, Derrick Anderson and Mike Suarez, Executive
Director of Finance and Resources, will be present at the meeting to
introduce the event and answer any questions you may have. OPM, an
independent research company, will facilitate the event and guide
attendees through a number of structured exercises that will explain
the budget setting process. If you would like to attend please email
dclark@lambeth.gov.uk, specifying any requirements you
may have. This will help us prepare the venue and materials to suit
the number and nature of attendees.
Editorial comment: The future shape of Council services in the area will depend on the outcome of the setting of the Budget for 2008-9. What is driving the Council budget process: local political leadership, Government dictat, officers’ agendas, community demands, financial problems, or a combination of all five? Are there league tables of spending on different services by ward to show whether the needs of Prince’s, Oval and Bishop’s Wards being met to the same proportions as elsewhere, or as many local people feel Kennington and Oval in particular are neglected?

Muhammed Ali and Me by Mojisola Adebayo.
"Muhammed Ali and me have one thing in common: we were Black
in the Seventies."
So begins this dynamic new play from Mojisola Adebayo. Set
in an English children's home in the mid 1970's, this play
tells the story of a girl who grows up fixated with Muhammed
Ali; she speaks her life through his words, his fights
become her dances and his struggles give her the courage she
needs to survive. Exploring the relationship between Black
girls, absent fathers, Black men and Islam, this powerful
play packs more than just a punch. Seductive multi-sensory
storytelling through poetry, dance, boxing, song, original
Ali fight footage and a superb 1970's sound track.
"I am young, I am handsome, I am pretty, I can't possibly be

NEWS
IMPROVING LOCAL ROADS AND PAVEMENTS.
Councillor Stephen Morgan (Prince’s Ward) writes:
I am writing to you to see if you have a road or
pavement that you would like to see re-surfaced. Details of the
programme are below. Perhaps you can email me by Saturday 24th
November and I will ask officers to look at including your
nomination in the programme for next year.’
Councillors were sent the following email by officers: ‘Officers
are now preparing next year’s list of roads and pavements to be
resurfaced. Please nominate
roads and pavements from your ward for inclusion in the new
programme by 30 November 07. Please note that
not all roads and
pavements nominated will automatically be included in the programme
– all inclusions will be decided by an engineer’s assessment.
Although condition
continues to be the most important criteria for inclusion, for
footways last year we weighted the condition rankings by following
factors:

importance as a footway
(usage and number of links),
-
profile
(e.g. town centre or by important building),
-
links with other new development
(e.g. new school, carriageway being renewed),
-
and buildability
(absence of other works such as utility renewals).
In addition this year we propose to add a factor representing
economic deprivation,
on the basis that the economically poorer communities are
proportionately more dependent on high standard local footways.
Despite strict inclusion rules, sometimes roads and pavements are
overlooked. This is
usually if they are heavily used and have therefore, deteriorated
more quickly than expected. This is why ward councillors are asked
to nominate. It is hoped
that councillor nominations ensure that any hot spots we haven’t
picked up are given due consideration. The allocated £2
million (tbc) will be distributed in the ratio 60 footways : 40
carriageways. This is because the majority of the Council’s
maintenance backlog lies within the footways rather than
carriageways and because we have attracted external funding for road
repairs through improving local routes, bus priority schemes etc.

residency at Gasworks, they have been making informal
appearances in and around Kennington Park Estate, conducting
playful research about the uses of public space.
Participants of varying ages have been airing their views
both visually and verbally, which has been the source of
inspiration for a fictional script which is to be performed
as a culminating event in Kennington Park Estate Community

. Dende Collective, the company behind the Time Out Critic's
Choice
The Piranha Lounge,
returns to Oval House Theatre with an exploration of the
Brazilian iconic novelMacunaima.
Think of a South American Lewis Carroll on acid narrating
the adventures of a hero without morals! This epic saga
follows the journey of Macunaima, a native Brazilian, from
the Amazon to São Paulo in search of his lost magical
amulet, now in possession of a giant Peruvian cannibal
entrepreneur, meeting along the way all kind of mythical
creatures. Written in the '20s,Macunaima
is a hallmark in Brazilian literature. Experimenting with
puppetry, digital animation and different ways of bringing
this book to the London stage, Dende will present what they
have discovered so far. Oval House Theatre, Kennington Oval.

from the Park’.
The value of parks and green space has been known since the
Victorian period, when many of our great parks were founded.
Today, nine out of ten people visit parks and green spaces
and enjoy the physical and mental benefits that their visits
bring*.The Museum
Garden History is exhibiting the winning photographs
from the national
‘Postcards from the Park’ competition,
organised by the Heritage Lottery Fund (HLF) and Big Lottery
Fund in partnership with parks charity, GreenSpace. The
competition and exhibition
explores how people use parks and green spaces today and
celebrates
the significant lottery investment in them to date. |

is a new series of drawings informed by the life and work of
John Dee (1527 - 1608) documenting 'actions' or seances
mediated through his scryer, Edward Kelley. Locked in the
secretinterna

of his house, Dee and Kelley pressed angelic spirits for the
claves
or keys that would enable them to decode the lost Enochian
language. Enoch's Book of the Old Testament contained his
own record of the language God taught Adam. Whoever
discovered the Adamic language would rediscover the key of
Divine Knowledge. |

explore the properties of paper: Sam Messenger
- intricate pen and ink drawings, using
repetitive
combinations of simple geometric shapes exploring the
expressive potential of the line. Sarah Bridgland – mini-sculptures.
Larissa Nowicki - delicate hand-woven pieces. Patiently knit
together strands
of shredded paper, a rigorously methodical implementation of
a drawing pattern, or a painstaking process of assembling
the minute elements of a sculpture - all these artworks
manifest the great pride in the quality of workmanship that
each artist takes in their works.
